Hudson Canyon National Marine Sanctuary Public Input Sought

NOAA's Office of National Marine Sanctuaries recently announced that the agency will seek public input, the first step in the process to potentially designate a new national marine sanctuary off the coast of New York and New Jersey.

Stakeholders include recreational and commercial fishermen, researchers, and others.

The public can comment on the proposed Hudson Canyon sanctuary designation until August 8, 2022, through the Federal eRulemaking Portal, www.regulations.gov. The docket number is NOAA-NOS-2022-0053.

In addition, NOAA will host public meetings during which members of the public can offer oral comments.

Hudson Canyon is the largest submarine canyon along the U.S. Atlantic coast and is one of the largest in the world.

Beginning approximately 100 miles southeast of New York City, Hudson Canyon extends about 350 miles seaward, reaches depths of 2 to 2.5 miles, and is up to 7.5 miles wide.

Hudson Canyon's diverse structure includes steep slopes, firm outcrops, diverse sediments, flux of nutrients, and areas of upwelling.

Hudson Canyon is an ecological hotspot for a variety of marine wildlife. The deepwater canyon is home to numerous fish species including sharks, tuna, billfish, swordfish, blackbelly rosefish, tilefish, flounder, hakes, pollock, monkfish, and black sea bass. Invertebrates include red crabs, lobsters, and squids.

Some species live only in shallower depths on the shelf while others live deep in the canyon, which starts about 100 miles southeast of New York City on the continental shelf and runs some 300 miles into very deep water.

Several NGOs have endorsed the designation. The Wildlife Conservation Society submitted a nomination for a Hudson Canyon National Marine Sanctuary in November 2016, noting that the area provides a wide range of benefits to New York and New Jersey residents such as clean air, fresh water, recreation, and food.

In June, the National Marine Sanctuary Foundation released a statement commending the National Oceanic and Atmospheric Administration (NOAA) for initiating the designation process of Hudson Canyon, off the coast of New York City, to become a new national marine sanctuary.

New Canada Marine Refuges (Nunavut - Newfoundland and Labrador)

In January, 2019, The government of Canada announced the establishment of seven new marine refuges off the coasts of Nunavut and Newfoundland and Labrador.

The new marine refuges will contribute an additional 145,598 square km of protected ocean area to Canada’s coasts. This represents an additional 2.53% of protected ocean, bringing Canada’s current total to 7.75%.

New Canadian Marine Refuges:

The Davis Strait marine refuge off the coast of Nunavut will conserve significant concentrations of corals, sea pens, and sponges. It will prohibit all bottom-contact fishing activities (where fishing gears are designed to come into contact with the seafloor).

The Disko Fan marine refuge off the coast of Nunavut will conserve significant concentrations of coral and minimize impacts on food sources in a habitat used by Narwhal during the winter. It will prohibit all bottom-contact fishing activities.

The Hatton Basin marine refuge is located off the coasts of Nunavut and Newfoundland and Labrador. It will conserve significant concentrations of corals and sponges. It will prohibit all bottom-contact fishing activities.

The Hopedale Saddle marine refuge off the coast of Newfoundland and Labrador will contribute to long-term conservation of biodiversity by protecting corals and sponges. It will prohibit all bottom-contact fishing activities.

The Hawke Channel marine refuge off the coast of Newfoundland and Labrador will conserve seafloor habitat important to Atlantic cod. It will prohibit bottom trawl, gillnet and longline fishing activities.

The Funk Island Deep marine refuge off the coast of Newfoundland and Labrador will conserve seafloor habitat important to Atlantic cod. It will prohibit bottom trawl, gillnet and longline fishing activities.

The Northeast Newfoundland Slope (formerly known as Tobin’s Point) marine refuge off the coast of Newfoundland and Labrador will contribute to long-term conservation of biodiversity by protecting corals and sponges. It will prohibit all bottom contact fishing activities.

Earlier this year, Canada announced plans to establish a national advisory panel that will provide the Minister of Fisheries, Oceans and the Canadian Coast Guard with advice on minimum standards of protection within future Marine Protected Areas (MPAs) in Canada’s waters.

Canada Inuit Nunangat Arctic Region

In 2018, Canada announced the creation of a stand-alone Arctic Region inclusive of the four regions of Inuit Nunangat for the Department of Fisheries and Oceans (DFO) and the Canadian Coast Guard (CCG).

According to DFO, the new region was created to address fishing, shipping, resource development, and other interests in light of the changing arctic climate.

The creation of the Arctic Region will be implemented in phases and has already begun with the hiring of new DFO Regional Director General, Gabriel Nirlungayuk and a new Assistant Commissioner of the Coast Guard.

They will both work with Inuit and all Indigenous peoples, as well as residents of the North to define the borders of the new Region and its activities.

The new Region will enable DFO and the Coast Guard to work more closely with Inuit and all Indigenous Leaders, Indigenous organizations, stakeholders and all residents of the Arctic on innovative approaches to program and service delivery.

There will be 7 Fisheries and Oceans Canada regions once the stand-alone Arctic region has been established. Currently, the agency has 6 administrative regions: Newfoundland and Labrador, Maritimes-Scotia Fundy, Gulf, Quebec, Central, and Arctic and Pacific.

The Canadian Coast Guard will have 4 operational regions once the stand-alone Arctic region is established. CCG currently has 3 operational regions: Western, Central and Arctic, and Atlantic.

There are four Inuit regions in Canada, Nunatsiavut (Labrador); Nunavik (Quebec); Nunavut; and the Inuvialuit Settlement Region of the Northwest Territories. Known collectively as Inuit Nunangat, the region encompasses 35 percent of Canada’s landmass and 50 percent of its coastline.

NOAA Mariners Jobs

In February, 2018, NOAA’s Office of Marine and Aviation Operations announced job openings for people qualified as wage mariners as able-bodied seamen, fishermen, and general vessel assistants.

NOAA's Ships provide a wide range of mission support for the agency, from collecting data used to understanding weather to charting to monitoring fishery stocks, corals, and marine mammals.

The ships are operated by NOAA’s Office of Marine and Aviation Operations (OMAO). The vessels are run by a combination of NOAA commissioned officers and specially skilled civilians.

The officers are part of the NOAA Commissioned Officer Corps. Civilians include licensed masters, mates and engineers, and unlicensed members of the engine, steward, and deck departments.

North Carolina Sea Grant will host North Carolina’s Coastal Conference, April 4 - 5, 2017, at the McKimmon Center in Raleigh, North Carolina.

The 2017 Coastal Conference will energize partnerships to develop solutions that can benefit the state’s coastal communities, economies, and ecosystems.

“Many communities from central North Carolina to the coast found their resilience tested in 2016,” notes Susan White, executive director of North Carolina Sea Grant and the Water Resources Research Institute of the University of North Carolina system. “They continue to need information and resources to respond to, recover from and anticipate both urgent and long-term coastal challenges.”

Coastal Conference sessions will include:

weather, storms and climate;

community and ecosystem health;

fisheries and aquaculture; and

planning and economics.

Experts from the fields of economics, transportation, energy, environment, industry, and health will lead interdisciplinary sessions designed to bring together diverse perspectives.

The program includes a networking reception on April 4 at the N.C. Museum of Natural Sciences’ Nature Research Center in Raleigh.

Northeast Sea Surface Temperatures at Highest Level in 150 Years

Sea surface temperatures in the Northeast Shelf Large Marine Ecosystem during 2012 were the highest recorded in 150 years, according to the latest Ecosystem Advisory issued by NOAA’s Northeast Fisheries Science Center (NEFSC).

The high sea surface temperatures (SSTs) are the latest in a trend of above average temperature seen during the spring and summer seasons, and part of a pattern of elevated temperatures occurring in the Northwest Atlantic, but not seen elsewhere in the ocean basin over the past century.

The advisory reports on conditions in the second half of 2012.

Sea surface temperature for the Northeast Shelf Ecosystem reached a record high of 14 degrees Celsius (57.2°F) in 2012, exceeding the previous record high in 1951. Average SST has typically been lower than 12.4 C (54.3 F) over the past three decades.

Sea surface temperature in the region is based on both contemporary satellite remote-sensing data and long-term ship-board measurements, with historical SST conditions based on ship-board measurements dating back to 1854. The temperature increase in 2012 was the highest jump in temperature seen in the time series and one of only five times temperature has changed by more than 1 C (1.8 F).

The Northeast Shelf’s warm water thermal habitat was also at a record high level during 2012, while cold water habitat was at a record low level. Early winter mixing of the water column went to extreme depths, which will impact the spring 2013 plankton bloom. Mixing redistributes nutrients and affects stratification of the water column as the bloom develops.

Temperature is also affecting distributions of fish and shellfish on the Northeast Shelf. The advisory provides data on changes in distribution, or shifts in the center of the population, of seven key fishery species over time. The four southern species - black sea bass, summer flounder, longfin squid and butterfish - all showed a northeastward or upshelf shift. American lobster has shifted upshelf over time but at a slower rate than the southern species. Atlantic cod and haddock have shifted downshelf.

The Northeast U.S. Continental Shelf Large Marine Ecosystem (LME) extends from the Gulf of Maine to Cape Hatteras, North Carolina. The NEFSC has monitored this ecosystem with comprehensive sampling programs since1977. Prior to 1977, this ecosystem was monitored by the NEFSC through a series of separate, coordinated programs dating back decades.

Warming conditions on the Northeast Shelf in the spring of 2012 continued into September, with the most consistent warming conditions seen in the Gulf of Maine and on Georges Bank. Temperatures cooled by October and were below average in the Middle Atlantic Bight in November, perhaps due to Superstorm Sandy, but had returned to above average conditions by December.

Ecosystem advisories have been issued twice a year by the NEFSC’s Ecosystem Assessment Program since 2006 as a way to routinely summarize overall conditions in the region. The reports show the effects of changing coastal and ocean temperatures on fisheries from Cape Hatteras to the Canadian border.

The advisories provide a snapshot of the ecosystem for the fishery management councils and also a broad range of stakeholders from fishermen to researchers.

Fishing for Energy Fund

The National Fish and Wildlife Foundation, in partnership with Covanta Energy Corporation and the NOAA Marine Debris Program, recently announced the availability of grant funding to provide capacity and incentives to address old, abandoned or derelict fishing gear.

The Fishing for Energy Small Grants Fund will entertain a wide variety of proposal topics for the prevention and removal of unwanted derelict fishing gear from the marine environment.

Priorities for funding for the 2012 call include:
• At sea derelict fishing gear removal;
• Gear density assessment; and/or,
• Economic and resource impact assessment.

The Fishing for Energy partners have roughly $500,000 in funds available for projects in 2012 and anticipate awarding approximately five projects. Proposals requesting less than $10,000 or over $250,000 will not be considered.

Most awarded projects will complete activities within 1-2 years. Projects submitted for funding must directly engage the fishing community in project activities. Priority will be given to: projects that work directly through an existing Fishing for Energy location.

Interested applicants should submit a pre-proposal using National Fish and Wildlife Foundation's online Easygrants system. Pre-proposals must be submitted and received by 11:59 p.m. Eastern Daylight Time on May 1, 2012.

USA, EU Agree to Combat Illegal Fishing

On September 7, 2011, NOAA Administrator Dr. Jane Lubchenco and Maria Damanaki, European Union commissioner for maritime affairs and fisheries, signed a statement pledging bilateral cooperation to combat illegal, unreported and unregulated fishing, known as IUU fishing—a first for the longstanding partnership between the U.S. and the E.U. on fisheries management.

The European Union and United States rank first and third, respectively, as the world’s top seafood importers. Globally, illegal fishing deprives legal fishermen and coastal communities of up to $23 billion of seafood and seafood products annually.

In the statement, the U.S. and the E.U. make it clear that they are committed to cooperating on combating IUU fishing as the only effective way of ending these practices. Among other things, they agree to work together to support the adoption of effective management measures in regional and international organizations to combat IUU fishing; promote tools that prevent IUU operators from benefiting economically from their illegal activities; exchange information on IUU activities; and promote the sustainable use of fisheries resources while preserving marine biodiversity.

Fishing People of the North Symposium

An international symposium coming to Anchorage this month will bring together fishery and social scientists, indigenous people, fishermen, community activists, and others to discuss how these changes are affecting fishing-dependent coastal communities, and explore ways fisheries managers can incorporate social and environmental change in resource management decisions.

Fishing People of the North: Cultures, Economies, and Management Responding to Change will explore the human and environmental dimensions of fishery management in a rapidly changing world.

The symposium will be held at the Hilton Downtown Anchorage Hotel, in Anchorage, Alaska, September 14-17, 2011.

2011 International Smart Gear Design Competition

The World Wildlife Fund recently launched the 2011 International Smart Gear Competition, to find innovative ways to reduce the amount of fisheries bycatch. NOAA, Fondation Segré, ISSF, and the Canadian Department of Fisheries and Oceans are supporting the 2011 competition.

Open to anyone from fisherman, backyard inventors and students, the competition will be open from March 1 to August 31, 2011. The 2011 International Smart Gear Competition is offering a grand prize of $30,000 and two $10,000 runner-up prizes.

Additionally, in partnership with the International Seafood Sustainability Foundation, the competition is offering a $7,500 special tuna prize that will be awarded to the idea that will reduce the amount of bycatch found in tuna fisheries. Tuna sustainability is the top WWF global fisheries conservation priority.

USA Combats Illegal, Unreported, and Unregulated Fishing

On January 12, 2011, NOAA submitted a report to Congress identifying six nations whose fishing vessels engaged in illegal, unreported, and unregulated (IUU) fishing in 2009 and/or 2010.

The list includes Colombia, Ecuador, Italy, Panama, Portugal, and Venezuela.

According to NOAA, the action opens the way for continued consultations between the U.S. government and each of the nations to encourage them to take action to stop IUU fishing by their vessels.

In this report, NOAA also announced that the six previously identified nations (China, France, Italy, Libya, Panama, and Tunisia) have addressed instances of illegal fishing described by the United States in the 2009 report to Congress. These nations applied penalties to the vessels in question or adopted laws to strengthen control of their fishing fleets or both. Each has received a positive certification as a result of their actions.

The nations identified in the report had fishing vessels that did not comply with measures agreed to under various international fishery management organizations, such as closed fishing seasons, vessel registry lists, and a ban on the use of driftnets. Other violations included illegal gear modifications, fishing without authorization, and possession of undersized bluefin tuna.

Although Italy and Panama took corrective actions for illegal fishing identified in the 2009 report, other vessels from these countries still engaged in IUU fishing, which included illegal use of driftnets and fishing in an area when it was closed to purse seine nets.

If a nation fails to take appropriate action to address the instances of illegal fishing described in the report, that nation’s vessels may be denied entry into U.S. ports and the President may prohibit imports of certain fish products from that nation or take other measures.

According to NOAA, Annual global economic losses due to IUU fishing are estimated to be as high as $23 billion.

Congress Passes Shark Conservation Act

In December, 2010, The United States House of Representatives approved the Senate version of the Shark Conservation Act, clearing the final hurdle to ending shark finning in U.S. waters.

In response to the decision, Oceana’s federal policy director Beth Lowell remarked:

"The Shark Conservation Act has finally passed the finish line. Oceana applauds Congress and its ocean heroes for passing such an important piece of legislation. Sharks now have a reason to celebrate this holiday season.

Our oceans have reached a tipping point and sharks are essential to keeping them healthy for years to come. Today is a big step forward for shark conservation, both in the U.S. and internationally.

Oceana is happy to see the Shark Conservation Act finally being sent to the President’s desk to be signed into law."

Alaska Lawsuit to Overturn NMFS Decision on Western Steller Sea Lions

The State of Alaska has filed suit in the U.S. District Court for Alaska against the National Marine Fisheries Service (NMFS) over the agency’s decision to significantly curtail fishing in the western Aleutian Islands out of concern for Steller sea lions.

The state argues that NMFS failed to make “a rational connection” between the facts it found and the conclusions it reached, given that western Steller sea lions had an average annual population growth between 1.0 and 1.5 percent between 2000 and 2008, and now number more than 70,000.

“The agency’s conclusion that additional fishing restrictions are necessary is not supported by the best available scientific information,” Governor Parnell said. “The drastic measures proposed by NMFS are simply not necessary given the overall health of the Steller sea lion population. This decision will have immediate and significant impacts on local communities and fishermen in the area.”

As many as 900 people are employed by fisheries fleets in the area facing restrictions. NMFS acknowledges that implementation of its decision would cost fishery losses of up to $66 million annually.

State officials also believe the federal agency committed numerous procedural violations, which had the effect of limiting the opportunity for public and expert comments.

“The state submitted extensive comments on both the process and the foundational science used to reach this decision,” said acting Fish and Game Commissioner Cora Campbell. “We are extremely disappointed that NMFS did not adequately consider these concerns and did not more fully incorporate the recommendations of the North Pacific Fishery Management Council in its action. We are also very disturbed about the lack of meaningful public process.”

Controversial Film Raises Questions About Shark Data

An upcoming documentary, The Shark Con, asks if sharks are overfished, or are the numbers exaggerated for fundraising?

According to the filmmaker, the conservation movement has rallied to discredit commercial fishermen by claiming that they have destroyed the oceans by fishing them to the point of extinction.

Sea Life in Hudson Canyon

Scientists studying Hudson Canyon off the coast of New Jersey, one of the largest underwater canyons in the world, have found evidence of deepwater corals and crater-like depressions that may be methane gas blowouts, not seen before on the Northeastern U.S. continental margin.

Extensive burrowing by golden tilefish, a commercially valuable fish typically found in submarine canyons, was also observed.

Marine life in the Hudson Canyon is very diverse. Invertebrates include red crabs, lobsters and squids, while typical fish species encompass blackbelly rosefish, flounder, hakes, monkfish and black sea bass.

Comparable in size to the Grand Canyon, Hudson Canyon is the largest known ocean canyon on the U.S. East Coast and one of the largest underwater canyons in the world.

New Analysis of Global Fisheries Data Suggests Many Marine Ecosystems Can Recover Under Appropriate Management

Positive Signs Evident That Steps to Curb Overfishing are Beginning to Succeed

An international team of scientists with divergent views on ocean ecosystems has found that efforts to rebuild many of the world’s fisheries are worthwhile and starting to pay off in many places around the world. Their study puts into perspective recent reports predicting a total collapse of global fisheries within 40 years.

In a paper published in the July 31 issue of Science, study co-author Mike Fogarty of the Northeast Fisheries Science Center (NEFSC) of NOAA’s Fisheries Service in Woods Hole, Mass. and 20 co-authors say that efforts made to reduce overfishing are succeeding in five of ten large marine ecosystems studied. Some of the successes noted are in U.S. fisheries.

Despite some good news, the researchers found that 68 percent of the worldwide fisheries examined by the team need rebuilding and that even lower rates of fish removals are needed to reverse the collapse of vulnerable species. Based on the available data, the team estimated that lightly fished and rebuilding ecosystems account for less than 10 percent of world fisheries area and catch, but represent examples of opportunities for successfully rebuilding marine resources elsewhere.

Fogarty, head of the NEFSC’s Ecosystems Assessment Program and a specialist in ecosystem based management, says finding a balance between fishing and conservation, while difficult, is possible and has been accomplished in a number of fisheries.

“Sometimes small changes have a big effect. It is not a ‘one size fits all’ management approach since each fishery has its own unique circumstances,” said Fogarty, who helped provide data from the U.S. and worked on the analyses that helped shape the report. “Many of the world’s fisheries have a long history of overexploitation. Different management tools are needed, depending on the situation, to restore marine ecosystems and rebuild fisheries. It takes time. There have been successes in New Zealand and on the U.S. West Coast, and there are promising solutions in other areas, but rebuilding efforts have to be done on an ecosystem basis and from a global perspective.”

The new study follows a controversial prediction that wild caught fish will disappear from the oceans by 2048. That statement, contained in a 2006 Science article that focused on the relationship between biodiversity and ecosystem services in the oceans, was made by marine ecologist Boris Worm of Dalhousie University in Halifax, Nova Scotia.

Fisheries scientist Ray Hilborn of the University of Washington in Seattle and others disagreed with the prediction, and a debate ensued between fisheries scientists and marine ecologists about the status of the world’s ocean ecosystems. But the two researchers soon met to discuss the issue through the National Center for Ecological Analysis and Synthesis (NCEAS) in Santa Barbara, Calif. Fogarty and scientists from various disciplines around the world were asked to work with Worm and Hilborn to find common ground on which to assess the prospects for restoring depleted fish populations and their ecosystems.

The team compiled and analyzed global catch data, and evaluated scientific stock assessments, research trawl surveys, and small-scale fishery information using dozens of models. They considered historical fisheries and current illegal or unreported fishery catches.

The scientific team addressed two basic questions: How do changes in exploitation rates (the amount of fish taken from the ocean each year) affect fish populations, fishing communities and yields, and which management approaches have proved successful in rebuilding marine ecosystems.

The authors caution that their analyses were based largely on managed fisheries in developed countries, where scientific data on fisheries have been collected for decades. There was far less data from other parts of the world, but nonetheless, there are positive signs in developing countries. As one example, scientists, fishery managers and local communities in Kenya worked together to close some fisheries and restrict certain fishing gear, management efforts that have led to increased fish size and abundance and more income for fishers.

Although optimistic, the authors acknowledge that many problems face rebuilding efforts, which often take years or decades and have short term economic costs. On a worldwide scale, the redistribution of fishing effort from industrialized countries to the developing world, as is evident in Africa, has meant competition between local fishing boats and foreign fleets. The authors also note that effective controls on exploitation rates are still lacking in vast areas of the ocean, including those beyond national jurisdictions.

Steve Murawski, chief scientist for NOAA’s Fisheries Service, says the team’s two-year effort has resulted in more comprehensive databases and a broader view of the issue.

"This study clearly demonstrates that in both developing and developed parts of the world, if fishery exploitation rates are reduced sufficiently, species and their ecosystems have the capacity to recover,” Murawski said. “The study drew together two scientific approaches, one focused on conservation of marine communities and the other focused on the science of fishery population dynamics. The result is a product that has profound importance in the design of management systems to achieve diverse goals for conserving and using marine ecosystems."

The 21 study authors, led by Worm and Hilborn, found that management tools can pay off in the long run. A combination of traditional approaches, such as catch quotas and community management, coupled with strategically placed fishing closures, more selective fishing gear, ocean zoning, and economic incentives hold promise for restoring marine fisheries and ecosystems. Laws that explicitly forbid overfishing and specify clear rules and targets for rebuilding were seen as important prerequisites.

“When you reduce fishing rates, the sacrifice begins to pay off,” Fogarty said. “Now it is a matter of getting the recovery underway. We are seeing this in the northeast United States in haddock, sea scallops, and other fishery resources. Sometimes the steps to get to recovery are painful, but the dividends at the end make it worthwhile.”

Gulf Council Seeks Applicants for Panels and Committees

The Gulf of Mexico Fishery Management Council is currently recruiting applicants for its Advisory Panels (APs), Scientific and Statistical Committees (SSCs), Stock Assessment Panels (SAPs), and Socioeconomic Panel (SEP). Appointments are for two years and will be made during the April 14 – 17, 2009 Council meeting in New Orleans, Louisiana.
